Fusion 10.1.3 only 4 MB Dedicated video memory Win 10 macOS Mojave

Hi, I'm running a Windows 10 host on Vmware Fusion 10.1.3 and only getting 4 MB dedicated video memory despite setting shared graphics memory to 1024 MB. The strange thing is that a non-steam game such as Flat-out 2 runs very smoothly but Steam games now show a black screen while I try to run them. Steam games also used to work and I'm pretty sure that dedicated video memory used to show 128 MB or something. The .vmx file configuration line is svga.graphicsMemoryKB = "1048576". Any fixes, thanks.
